Found this in an article regarding filming movies in Thailand. I just clipped out the portion pertaining to Steven. Below is the link if you're interested in the rest of the article.
Seems many people visit Thailand to film, and all have a “semi-good” experience.
It depends on who you use. Many Westerners come in and just get nailed on costs, as Steven Seagal found out after my friend refused to work with him on his return to shoot “Belly of the Beast”.
My friend budgeted the action star US$1.3 million (Bt51 million) below line and it ended up costing him around $4 million.
Cameras had to come from Hong Kong and all three failed in the first week of photography. No replacements were available here because the Thais wouldn’t rent to him.
He also had production vehicles’ wheels clamped in the first week because they didn’t use the right location managers (or production company) and didn’t have permission to shoot in certain areas.
