Good find!! Very irritating that we can't hear a thing. I hope we find a video without the Russian voice over, because he is talking about a lot of things we really really are interested in!

I translated something from the comments on the Italian facebook page.
They are saying that Seagal says that Under Siege 3 is in preparation!
 
Hi guys, I`m a newcomer here and I`m from Russia, Moscow. So I try to pour some light on that interview.
The started with siquel for Under siege movie. Mr.Seagal: Now we are looking for some people who would be interested in that movie. If we succeed we will make a film.
Interviewer: What would be a set for it: navy ship or airplane?
Mr.Seagal: Well, I don`t want to tell much, but I think it will be inside building. The plot will be based on some true story: when something really happened not so long ago and later they concealed the truth from the public...
Interviewer: Are you planning to direct it yourself?
Mr.Seagal: It`s hard to say right now, because we don`t have funds yet.
Interviewer: What is the last trend in action movies production?
Mr.Seagal: My view is that they spend more and more money. For example last Die hard movie cost 200 mln dollars, the whole sum just for one movie. So they must earn somewhat 500 mln dollars to get profit from it. Even chinese kung-fu flicks have become more expensive, they use more special effects, explosion...Since that they are not so realistic now.
Next they pointed on new action movie stars and summed it up that Mr.Seagal was not sure but couldn`t name young stars who could be compared with such actors in 90-s like him, Van Damme, Stallone, Shwarzenneger etc.
Interviewer: Are there in your plans some other movie projects?
Mr.Seagal: Actually I have 6 projects which I`m interested in. The problem is lack of money. Which project will we collect finances for would be filmed first. My interest is to play and be a producer in it, that`s all.
They continued with some boring bla-bla-bla about the reflection of crisis on movie budgets, on stars salaries, on how hard it to rise funds for new movies...
Mr. Seagal said that he really liked Argo movie of a list of the last year nominees. and his mind was in accordance with Academy decision last time.
Later on they discussed wild animals which enhabit Mr.Seagal`s estates in Arizona and California, talked about his passion for blues, his first guitar which was a gift from his mother and his further plans to play blues concerts in Russian cities following summer.
So I can resume some facts. It was no question about ExIII, interviewer seemed not very competent in contrast to real Steven Seagal`s fans like in this forum and may be thats why Mr.Seagal was not in fact open-hearted during the talk.

Seagal is in the works for Under Seige 3? Yes ! Is it really that hard to fund money for the movie? the first 2 were successful, i dont see why no one would want to give money to make this film I mean at least 20 million I think they can do something with.

Well, perhaps it's difficult due to the economic crisis? And because Seagal isn't that big a star that a box office hit is garantueed. And since the 'big' studios don't have enough faith in diva Seagal?

Seagals dtv movies had budgets of about 10 to 12 milion and they didn't turn out great.

Too sum it up, a crisis, diva like behavior and a dissapointing track record make it hard for Seagal to fund new projects.

Like i say never say never if Steven does make under seige 3 its meant to be if not well iam sure som ething else will come up as he said he is interested in other projects .what ever he does next will still be worth waiting for..

So Seagal has a lot of projects he wants to do, but they need the money. That's exactly the reason why he has to accept a role in EX3. He needs to put himself on the map again so that people are having faith in him again. This is his chance!

It seems Seagal's move to TV was obviously in part financially motivated, but also because the movie offers were becoming less frequent and less interesting. As is clear, the economic troubles in the last 5 years have really hit the movie industry. Where-as before, Seagal could do 3-4 films a year at 4-5 million dollars salary each, it's just not the case now.
I mean looking at Dolph Lundgren as an example. In recent times he's become more of a supporting actor, appearing in 4-5 movies a year. In part because he finds these roles more interesting, and also in part because if he does 4 movies a year, it's 4 paycheques.
DTV studios have become wise now. They know that even if they have SS, JCVD, DL etc, on board for 5 days of shooting out of a 3-4 week shoot (even a four week shot is a rarity now). They can sell the movie off their names. Universal Soldier 4 for example is sold in most territories with DL and JC taking center stage on the posters and covers. Even though JC shot for about 5 days, and Dolph for just over a week, and both have supporting roles.
So I guess that if Seagal recognises this trend, and sees that less and less money is being spent on these films, then it's no wonder he's reluctant to do as many feature films as previous years. It probably says something about the standard of script coming to him, regarding his roles, the budgets, the salary offered, that he's only doing 1 feature a year of late. If you look back between 03-10 and the standard of most of those films, there were some god awful films.
It's kind of good to hear from Seagal that he does have some standards still. That he's still got some ambition left in movies. It's tough though. Dolph has had interesting supporting roles of late. It's been good for him as an actor, even in films like Stash House which, Dolph aside, were pretty terrible. But he's been kind of jobbing and has left behind more personal projects like Skin Trade, or his WW2 Spy film, Nordic Light.
As Seagal is finding with some of his films, and Under Siege 3, it's all about funding. Trying to get the funding for the film to be done right.

I want an Under Siege 3. To me it's better than doing a string of average Waxman films (which granted is better than a string of horrid films like Attack Force, Black Dawn etc). It would still be a straight to video film, but it's a high end straight to vid. You could call films like these the blockbusters of the straight to vid world. Universal Soldier has 4 films, and a 5th in the works. There's a fanbase there, and an easily identifiable name that makes it stand out from just a standard solo JCVD project, or a solo Dolph project. Even 3 and 4 both had limited theatrical release (number 4 slightly less limited). So that could also happen with a third Under Siege. I guess the main sticking point for Seagal has been that he wants it done right. They need a strong director. If not him, someone like Roel Reine or John Hyams perhaps, who'll make a 15 million budget look bigger than it is. If Seagal goes for something a little like The Raid, it could work well. And you sense (hope) that if he returns as Ryback he won't half ass it.

Just like the biggest films around right now, the box office power houses, the film market is largely dominated by sequels and remakes. Established brands make the most money. So it makes sense for Steven to bring back Ryback. Here is the thing though. Money. I don't think he'll do it unless it's got enough funding in place, by people who will treat the film right. Seagal has an ego. He won't want to look bad doing US3. If it comes out and is utterly horrendous it'll get him a lot of stick. It's not like Attack Force where only fans of his and action movies will notice. More people will notice a crappy Under Siege.
So if I were Seagal I'd take whatever role Stallone will offer him. He's got to appear in Expendables 3. It brings his profile back up. It reminds people he's still around. Firstly he'll get more offers (for better and worse) following it. Lundgren has worked solidly since Expendables in all kinds of projects, and been offered more interesting roles off the back of proving capable with Gunnar Jensen. If Seagal appears in Exp 3, gets some favourable press and the movie is another hit, then getting funding for Under Siege 3 suddenly becomes a little easier. It's whether he can think that logically regarding his career. I wouldn't want his ego to stand in the way. It would be needs must really. It depends how badly he wants to do Siege 3.

I would love to see Under Siege 3. A decade ago I wouldn't have settled for anything less than a full theatrical feature but now even I'm willing to accept a high end DTV production. However I just can't see it happening now. I know there are all sorts of rights issues surrounding the films and that's why I think if another sequel was going to be made it would have been done already. Someone would have sorted those issues and made another theatrical feature (probably without Seagal) or a DTV one with Seagal or another action star or wrestler 10 years ago when the DTV market was booming. Like you say it's all about the funding and buying the rights to Under Siege and the Casey Ryback character from Warner Bros. is an expense that many DTV companies would not be willing or able to fund. After all we don't see further films in the Foreigner franchise with Seagal as Jonathan Cold because again that requires rights to change hands. It's cheaper to just have Seagal starring as a different identikit badass former spec ops agent each time. And of course Warner Bros. themselves (if its still them who actually owns the rights) could make the film but again why haven't they done so before? They had a DTV production company for six years but haven't ever mentioned making another sequel with or without Seagal or even as a remake/reboot. I just don't think there is enough in it for them to invest in such a large project. Solo outings from Stallone and Schwarzenegger recently faired poorly and they were both bigger box office stars than Seagal. Granted they weren't sequels but Rocky Balboa and Rambo were a few years back now. A Good Day to Die Hard was a box office success but then that franchise hasn't laid dormant for nearly 20 years plus Bruce Willis has regular roles in other non action films. Maybe, just maybe If Seagal appears in Expendables 3 and gets enough good publicity from that then Under Siege could be on the cards. But like you say it all depends on Seagal seeing the bigger picture, taking what he's given and then making the right decisions on the back of it.

Wouldn't we all but considering he hasn't made a film for 7 years and said he wouldn't ever work with Seagal again I think that's unlikely.

If he is going to make Under Siege 3 he needs to loose weight as the first thing. He wont be taken seriously as Casey Ryback if he stays fat.

Exactly right and that's one of the main factors in whether the film will be made or not. One of the reasons the Expendables films work is because they still look like action stars. Rocky Balboa and Rambo worked because Stallone still looked like those characters. We all know that Schwarzenegger is going to bring it for King Conan and Terminator 5. Seagal hasn't really been bringing it the whole times he's been making DTV films. Sure he's come pretty close to looking good for his age but he's never managed to keep himself there. I don't know whether he can get in the shape required for Casey Ryback and I'm not sure the studios would believe he can either.

This time it could fit the character. Ryback is a cook. Every cook likes to taste his own food....;)

Of course I wouldn't expect Seagal to look like he did in 1995 but something more like a former Navy Seal is required if Under Seige 3 is to be at all credible. Seagal can't rely on his stunt double for something like this!

Are we ever going to see you bring back a character from the past, or a sequel to a movie you have been in?

Everybody wants to see "Under Siege 3."There was kind of a big fight between our distributors. If that can somehow be put aside, and everyone could figure out how to do it, that would be one of the one's to do. I think that would be a great idea.

Personally I think the chances for Under Siege 3 being made are slim to none. Warner Brothers has to let go of the franchise or accept Seagal's current look, which I don't think they will ever do. At the same time I don't think they will ever give up the franchise and sell it either, so there are some serious stuff to be worked out before making this movie and I just cant see it all being fixed. Warner Brothers has probably moved on and have no interest in US3 any longer, he should have made it a long time ago, it's to late now.

If it stays with WB, in all honesty I think there'd be more chance of a reboot than a direct sequel. If WB give it up to Sony or whoever then we may see it happen. But the movie business is fickle. WB will probably just sit on the rights and do nothing with them.
