I have searched and saw rumours of Mercenary being billed as The Foreigner 2 but did not want to post it because I felt it was just a rumor. Anyone know anything else about this?

As far as I know Mercenary is a totally new production, with no relation to The Foreigner. Over at IMDB, a dubious source of info, they've got Seagal down as Jonathan Cold in Black Dawn, so perhaps that IS the sequel to The Foreigner. Sure hope not.

Do you think they will be making The Foreigner 2 soon?

Can anyone remember the plot for Mercenary?
This was the synopsis from Family Room Entertainment:

"Plot: A mercenary gets entangled in a mission that threatens the lives of those close to him. In order to succeed, he must break into one of the most impenetrable prisons in Eastern Europe and free the son of the most notorious drug lord in the world."
