I think Seagal knows the end is near soon (not to get too dramatic) so he's just cashing in at the moment getting the most money with the least amount of work with these little 1-3 day roles.
I mean, he is already in his 60's, the market for DTV movies, especially the classic action DTV movies is getting smaller and smaller, and soon it'll be nonexistent. The production values in these little $1M movies usually isn't great, and the action is reduced to a few fight scenes and gunplay, gone are the days of car chases or huge action set pieces in DTV movies.
Seagal obviously isn't getting the money he used to even a few years ago, and the productions are obviously saving money by hiring him only for short gigs, so they only pay him his fee for a couple of days instead of 4 weeks or something.
Honestly I think he'll keep this up for a couple of years, and when the gravy train stops so to speak he'll just retire from movies and focus on his music and go live a quiet life in Arizona. Basically what he's been doing for the last few years, minus the little time he works filming movies.
