Gino Fellino - and some detailed reasons why

In what way is this different from any other character Seagal has played? They all know Martial Arts, weapons and tactics!
Without a doubt,
Gino Fellino from Out For Justice. This is because he is such a well fleshed out character, we know so much about him;
We know about his background, his father was an Italian speaking immigrant who died when Gino was still a boy, as a child he wanted to be a "wiseguy", he has always lived in the same area and knows everyone.
Despite having to lead a violent life, he is still a religious man. He is also kind, which is shown by the subplot with the dog.
Although he has the respect of everyone in the neighbourhood (cops and gangsters), he hasn't been very successful in relationships; he is estranged from his wife and he didn't know that his best friend Bobby was living a secret double life.
He desperately wants to be a good father but is unable to due to circumstances outside of his control. This facet of his character is further developed with his relationship with Picolino.
We get to see his character develop; by the end of the film he has realised what is most important; his wife and son.
No other character he has played has been so well written. I understand why people may like Casey Ryback, but he is defined by little more than the fact that he can kill you in about a million painful ways, which is true for most of the characters he has played.
