They often do that to get interest and financing to a project sometimes unbeknownst to the stars or before they are officially signed (so that then they can make them a proper offer). Sometimes they just have letter of interest from their agent only and then they back off. you never know.The thing is though, it is not the media who wrote the news but the production comany themself.. So why would the Production Company mention the name of the cast if they werent absolutely sure that they had signed on ??
Anyway those all those Twitter answers didn't read like it was Seagal at all (or were way too politically correct).
Also even if it does get made, this wouldn't be soon (and therefore there's still a lot of reasons it could collapse) as the director is finishing another movie and Seagal seems to be busy with his own in Thailand...
