I haven't heard one rapper alive that hasn't said 2PAC was the greatest rapper, its like saying Jimi isn't the best guitar player or ALI isn't the greatest boxer etc..

But maybe the perception is different in Canada I mean we in the US know a little more about US entertainment/pop culture right?
