The number of California residents who can legally carry a gun has surged 28% since 2000, reaching the highest level in decades following a spike in applications after the Sept. 11 terrorist attacks, new state figures show.

California sheriffs and police chiefs had issued more than 45,000 concealed weapon permits by the end of 2003, up about 10,000 in three years, including steep increases in Los Angeles, Orange and Ventura counties, according to the state Department of Justice.

Veteran Hollywood producer Jerry Weintraub has a license, as do "Lethal Weapon" director Richard Donner, action movie actor Steven Seagal, and entertainer James Darren. Seagal testified against New York organized crime members in 2003.

He wasn't denied in California, that I know, but he was in New York last year, and no reason was given. I posted the article around Sept. of 2003. I'll see if I can find it.

A number of notables are among those who have had their licenses yanked or were denied a renewed license, which comes up for review every three years.

William F. Buckley, Chazz Palminteri, Paul Sorvino, Joan Rivers and Steven Seagal all were turned down when they applied to have their permits renewed by the NYPD since 2002.

The NYPD won't say why they denied Seagal a renewal, but he got cops' attention during the Peter Gotti trial when he bragged about packing heat in the city, even though he had only a premise license - not a carry permit

ROBERT DE NIRO has one. So do HOWARD STERN and DONALD TRUMP. JOAN RIVERS and STEVEN SEAGAL, however, do not. Tonight on ET, find out who's licensed to carry a loaded gun, whose applications were rejected -- and why some celebrities carry weapons!

"There's a rising interest in protection," PHILIP W. LITTLE, president of West Coast Detectives tells ET. "Even though, on one hand, we have crime going down, there's still a very perceived concern about safety because of stalkers and threats that are on the rise."

Little guarded the original TV "Charlie's Angels" 24/7. And he's coached a confidential list of stars in how to handle a firearm. That training helped one female star when a threatening man followed her: "She just reached [inside her bag], pulled out the weapon," explains Little, "the guy saw it and he took off and went the other way."

Radio shock jock DON IMUS and actor HARVEY KEITEL are among other recently named celebrities, politicians and public figures who are licensed to carry loaded weapons, according to the New York Post. So are LARRY HAGMAN and TOM SELLECK.

New York City police told the Post that Joan Rivers cannot carry a loaded gun because she was reportedly in an altercation with a car-rental clerk last year, but was not criminally charged. Police did not say why Seagal's license application was rejected (he requested a premise license which would allow him to keep an unloaded weapon in a locked safety box), nor why political commentator WILLIAM F. BUCKLEY was snubbed. Actors CHAZZ PALMINTERI and PAUL SORVINO were also denied licenses for undisclosed reasons.

"Under the state law, the county or the police chief issues concealed weapon permits to the people that demonstrate a need," says Little. "To demonstrate a need you have to have a threat on your life, show good character and not have a criminal record."
