Actually, it was the Bollywood Movie Awards that Steven attended in the past, according to the articles, along with Michael Jackson, Richard Gere, Steven Seagal, Sir Andrew Lloyd Weber, Tyra Banks. Anyway, it's being held May 1st, and, as Justice has indicated, he will probably still be filming Into the Sun at that time. I wouldn't imagine he'd fly to Atlantic City in the middle of filming to attend these awards.
And after a pretty extensive search, I can't find anything on a "Bollywood International Film Festival" per se for this year. There's a Women's Film Festival in India the beginning of March, there's the Indian Film Festival of Los Angeles April 14-18, there was a Mumbai International Film Festival February 3-9, but not the one specifically mentioned in the article Suzi found in November, as follows:
