From hearing him speak at the Q & A and some other interviews the director John Hyams is far from being stupid and put a lot of efforts into making the best he could with it. If anything's stupid IMO it would be the script that seems weak and old.

John Hyams worked with his father Peter Hyams on this movie. Peter Hyams made a lot of good action movies: End of Days, Timecop, Sudden Death, Narrow Margin and The Relic. So Universal Soldier gotta be good er else...........
