Besides. the UK version has cuts, if I remember correctly - Craig could probably tell you. Or is it that it's more expensive, being an import?

Hard To Kill has never been available on DVD in the UK (Region 2) and was only ever released on VHS. I do not know the reason why. However, as TD correctly pointed out - it was not passed uncut by the BBFC censor (incidentally, neither was the majority of the rest of his Region 2 movies, Marked For Death and On Deadly Ground being by far the worst affected by cuts). It is far better to obtain a copy of Hard To Kill as a Region 1 import, provided your DVD player is compatible. The same goes for the rest of his movies. The US version of Marked For Death is far more satisfying than the UK version, for example, as the more extreme violence (arm snap in the mall fight and the eye gouging and back breaking of Screwface) is kept in.
